The invention provides a preparation method of a fermented product of a radix puerariae qinlian decoction, an external skin composition containing the fermented product and having whitening and soothing effects and application of the external skin composition. The preparation method comprises a step of fermenting a traditional Chinese medicine matrix containing the Gegen Qinlian decoction by using Ganoderma lucidum and yeast in sequence so as to obtain the fermented Gegen Qinlian decoction. The fermented radix puerariae, radix scutellariae and ligation decoction can inhibit melanin cells from producing melanin and/or inhibit hyaluronidase, so that the fermented radix puerariae, radix scutellariae and ligation decoction can be applied to skin whitening and soothing..
