安徽省六安市重点职业病监测与职业健康风险评估结果分析 : = Analysis on the results of key occupational disease monitoring and occupational health risk assessment in Lu′an City

目的分析安徽省六安市重点职业病监测与职业健康风险评估结果,旨在提高监测数据质量和利用率,为职业病防治工作提供依据。方法收集2015—2017年安徽省六安市重点职业病监测与职业健康风险评估工作资料,对资料完整性、数据质量、工作机制、数据利用等进行分析。结果 3年间平均收集申报重点职业病危害因素企业数1 194家,企业数以噪声(51.51%)、高温(18.93%)和矽尘(12.23%)最多,风险分类"严重"的企业数占41.08%。接触重点职业病危害因素中在岗期间劳动者职业健康检查人次数平均年增长72.29%,个案卡收集率平均年增长26.66%;职业禁忌证平均检出率为0.94%,以噪声禁忌证占比最多(59.87%);疑似职业病平均检出率为0.03%,以粉尘作业劳动者检出的疑似职业病为主(80.00%);重点职业病职业健康检查个案指标信息中的总工龄信息平均收集率为37.36%,血压信息平均收集率为83.37%,接触高温作业劳动者的血糖信息收集率为99.34%,其余个案指标收集均完整。职业病诊断与鉴定机构开展诊断11次,确诊重点职业病19例;鉴定4次,鉴定结论与原诊断结论不符的仅1例。新发职业病23例(含本地报至外地2例),其中重点职业病19例。职业病患者医疗期待遇落实率91.30%(21/23),工伤保险待遇落实率(43.48%)较致残等级评定率(73.91%)低。结论安徽省六安市重点职业病监测工作持续有效地实施,初步掌握重点职业病的发病特点、变化趋势和规律,数据质量、工作机制和风险评估结果的利用需要进一步加强和挖掘。.

Objective The results of key occupational disease monitoring and occupational health risk assessment in Lu′an City were analyzed to improve the quality and utilization of monitoring data and to provide evidence for occupational disease prevention and treatment. Methods The data of key occupational disease monitoring and occupational health risk assessment in Lu′an City from 2015 to 2017 was collected, and data integrity and quality, working mechanism and data utilization were analyzed. Results During the three years(2015 – 2017), the total number of enterprises that reported key occupational disease hazards was 1 194. The number of enterprises reported hazard of noise was the highest(51.51%), followed by high temperature(18.93%) and silica dust(12.23%). The enterprises with "serious" risk classification accounted for 41.08%. Among the key occupational disease hazards, the average number of occupational health checkers of workers during the period of employment increased by 72.29% annually, and the average case card collection rate increased by 26.66% annually. The average detection rate of occupational contraindications was 0.94%, and the noise contraindications accounted for the most(59.87%). The average detection rate of suspected occupational diseases was 0.03%, and the majority were the suspected occupational diseases detected by dust workers(80.00%). The average collection rate of the total age-related monitoring indicators of the case card data was 37.36%, and the average data collection rate of the blood pressure monitoring indicators was 83.37%. The data collection rate of key monitoring indicators of blood glucose levels following exposure to high temperature was 99.34%. The data collection of other key monitoring indicators was complete. The occupational disease diagnosis and appraisal institution carried out 11 diagnoses and confirmed 19 cases of key occupational diseases; 4 cases were identified, and 1 case was found to be inconsistent with the original diagnosis. There were 23 new occupational diseases(containing 2 reported at other places), including 19 key occupational diseases. The implementation rate of medical treatment for occupational disease patients was 91.30%(21/23), and the implementation rate of work injury insurance treatment(43.48%) was lower than the disability rating rate(73.91%). Conclusion The monitoring of key occupational diseases in Lu′an City has been implemented continuously and effectively. The characteristics, trends and laws of key occupational diseases have been preliminarily grasped. The use of data quality, working mechanism and risk assessment results needs to be further strengthened and explored..
