拥有位居世界第三的煤层气储量的中国,经过二十多年的积淀却没有进入快速的煤层气产业化发展阶段。在诸多影响因素当中,因煤层气和煤炭矿业权重置导致的煤层气和煤炭不能协调开发是非常重要的一个原因。世界上开采煤层气最早、商业化开发最成功的美国也曾经历过煤层气和煤炭之间的诸多产权纠纷。但它通过立法、诉讼和合作等方式最终促成了煤层气和煤炭的协调开发,进而促进了煤层气产业的极大发展。美国经验值得中国借鉴。.
China has the third largest CBM resources in the world.After more than twenty year's exploration and development of coal bed methane,the commercial development of the CBM industry is still in a primitive stage.Among the various influence factors,overlapping of the property rights of coal and coal bed methane is thought to be a serious one because it leads to disputes between the coal and coal bed methane owners and impedes the coordinated development of them.The United States of America,which is the earliest and the most successful country in developing CBM industry,also had met the property rights conflicts in the early stage and solved the problems through such ways like legislation,litigation and cooperative agreement..
