我国食品进口贸易与质量安全现状研究 : = Study on the Current Situation of Food Import Trade and Safety in China

随着食品进口贸易的快速发展,进口食品已经成为我国居民食品消费的重要来源,在我国食品消费结构中具有越来越重要的作用。确保进口食品的质量安全,已经成为保障国内食品安全的重要组成部分。但目前学术界鲜有系统研究我国进口食品安全风险现状的文献报道。本文首先基于统计数据分析了我国食品进口贸易的基本特征。近年来,我国食品进口贸易的发展呈现出总量持续扩大、结构不断提升、市场结构整体保持相对稳定与逐步优化的基本特征,对调节国内食品供求关系、满足食品市场多样性等方面发挥了日益重要的作用。在此基础上,利用SPSS 22. 0软件展开数据分析,详细探究了具有安全风险的进口食品的基本特征,包括2018年进口食品的不合格批次创2009年以来新低,进口不合格食品来源地相对比较集中且来源地数量在2018年呈现缩减趋势,滥用食品添加剂、品质不合格、标签不合格、证书不合格、微生物污染是导致进口食品不合格的主要原因。最后,针对进口食品安全存在的质量安全问题,提出防范进口食品安全风险的对策建议,要建立与大国形象相匹配的进口食品安全监管方式,实施精准的口岸监管,推进口岸检验与后续监管的无缝对接,建立具有中国特色的进口食品技术性贸易措施,完善食品安全国际共治格局。.

With the rapid development of food import trade,imported food has become an important source of food consumption in China,and plays an increasingly important role in the structure of food consumption in China. Ensuring the safety of imported food has become an important part of ensuring domestic food safety. However,there are few systematic reports on the current situation of food safety risks in China. Firstly,this paper analyses the basic characteristics of China' s food import trade based on statistical data. In recent years,the development of China' s food import trade has shown the basic characteristics of continuous expansion of the total volume, continuous upgrading of the structure,relative stability and gradual optimization of the overall market structure,which has played an increasingly important role in regulating the relationship between domestic food supply and demand and meeting the diversity of the food market. On this basis,using SPSS 22. 0 software to carry out data analysis,the basic characteristics of imported food with safety risks were explored in detail,including the unqualified batches of imported food in 2018 reached a new low since 2009,the sources of unqualified imported food were relatively concentrated,and the number of sources showed a decreasing trend in 2018. Abusing food additives,unqualified quality,unqualified labels,unqualified certificates and microbial contamination are the main reasons for unqualified imported food. Finally,aiming at the safety problems of imported food safety,the countermeasures and suggestions are put forward to prevent the risks of imported food safety. It is necessary to establish a supervision mode of imported food safety that matches the image of a big country, implement accurate port supervision, promote seamless docking of port inspection and follow-up supervision, and establish a Chinese characteristic technical trade measures for imported food,and improve the international co-governance pattern of food safety..
