考虑产品声誉的食品安全协同规制研究 : = Food Safety Co-regulation Based on Product Reputation

协同规制是充分利用"公共规制"和"私有规制"的公共治理方式,本文从协同治理的视角探讨食品安全风险治理问题,重点分析产品声誉对于协同治理效果的影响以及相应的应对策略。文章通过建立政府监管部门、食品制造企业和顾客的三层供应链模型,设计基于声誉更新模型的协同规制,通过数理分析的方式展开探讨和分析,重点探究产品声誉因素对食品制造企业的产品质量和销售价格以及政府检测准确性和奖惩力度的影响。数理分析的结果表明产品售价与声誉呈现正相关的关系,但与政府奖惩力度呈现负相关关系。与此同时,研究还发现在声誉因素的作用下,政府提高检测产品质量的准确性或者加大对食品制造企业的奖惩力度,能够有效地控制食品的质量,平衡企业销售价格,从而提高企业收益。最后,为了探索理论模型的适用性和长期效果,本文采用大量仿真实验进行仿真论证。仿真实验得到了一系列食品安全的风险管理启示,如企业想通过提高产品质量来提升企业声誉的过程会比较缓慢,而一旦暴发食品质量安全问题就会造成对企业声誉的毁灭性打击。.

Based on the research on food safety risk governance of "public regulation" and "private regulation",this paper establishes a three-tier supply chain model of government regulatory agencies,food manufacturing companies,and customers. This paper designs collaborative regulation based on the reputation update model,then studies the influence of product reputation factors on product quality,sales price,inspection accuracy,government ' s rewards and penalties. The results show that the price of the product is positively correlated with the reputation,and is negatively correlated with the government ' s rewards and penalties. Moreover,under the action of reputation factors,the government improves the accuracy of detection of product quality,strengthens the rewards and penalties to the food manufacturing enterprise. This can effectively control the sales prices, and improves the product quality and the company earnings. Finally,through a number of simulation experiments,this paper has obtained a series of enlightenment on food safety risk management. For example,the process of improving product reputation by improving product quality will be slow; when food quality and safety problems occur,it will be a devastating blow to the reputation of the enterprise..
