考虑媒体曝光的食品安全监管策略研究 : = Regulation of Food Safety with the Supervision of Media
食品安全治理一直是业界和学界关注的热点和难点,学术界对食品安全治理做了大量研究,分析食品安全面临的困境和解决思路。政府投入一定成本对企业是否执行生产标准进行抽查,不执行生产标准的企业当被抽查到时则承担罚款。同时,当不符合标准的食品被媒体曝光时,政府与企业的声誉、社会福利或直接利润都将受到损害。政府与食品生产企业的决策分别要考虑不符合标准食品被媒体曝光概率情况下的抽查概率与是否遵守生产标准。因此,本文将不符合标准食品被媒体曝光概率设为外生变量,构建了食品生产与监管体系中政府与企业的决策目标函数并分析两者的最优决策,从而得到相关管理启示。最后本文分析了福喜过期肉事件背后的博弈机理,论证了本文研究结论的合理有效性。.
Regulation of food safety is one of the most targeted problem in both in industries and academic societies. Since now,huge of studies are done regarding the reasoning and solutions of food safety related affairs. Normally,government selectively examines whether a food producer produce foods strictly following the government-established quality standard. The government's examination process costs,all producers who activates beyond the standard and is identified in the government's examination are fined. Meanwhile,the reputation,public welfare or expected profit of the government and producers are strongly negatively influenced when the products beyond the standard are exposed by media.Considering the possibility of being exposed by media,the government decides the spot check frequency and the producer determine whether to follow the food quality standard. Thus,the government and producers' objectives are presented by mathematical formulations and their equilibrium solutions are given by solving the formulations in a game framework. Based on the solutions,we have some managerial insights which are potentially helpful to the government. The findings with game in this study is examined to be corrected by a case study of expiredmeat event of Fuxi..
