ปัจจัยที่ส่งผลต่อความสำเร็จของโครงการนวัตกรรมระบบเฝ้าระวังโรคติดต่อของชุมชนท้องถิ่นแบบบูรณาการ (Factors Affecting the Success of the Integrated Communicable Disease Survelillance Innovation Project of a Local Community)
Thai Abstract:การศึกษาเชิงคุณภาพครั้งนี้มีวัตถุประสงค์เพื่อศึกษาปัจจัยที่ส่งผลต่อความสำเร็จของโครงการนวัตกรรมระบบเฝ้าระวังโรคติดต่อของชุมชนท้องถิ่นแบบบูรณาการของเทศบาลตำบลบ้านดอน อำเภออู่ทอง จังหวัดสุพรรณบุรี และแนวทางการพัฒนาโครงการนวัตกรรมระบบเฝ้าระวังโรคติดต่อของชุมชนท้องถิ่นแบบบูรณาการ ผลการวิจัยพบว่า ปัจจัยที่ส่งผลต่อความสำเร็จของโครงการ คือ การใช้เทคโนโลยีดิจิทัลในการสื่อสาร การบริหารทรัพยากร เทศบาลเป็นศูนย์กลางในการแก้ไขปัญหา การประเมินสถานการณ์การทำงาน ความสัมพันธ์ ทุนทางสังคมปัจจัยต่างๆ มีความเชื่อมโยงกัน บทบาทของเทศบาล เป็นส่วนสำคัญในการสร้างความร่วมมือกับภาคส่วนต่างๆ ปัจจัยที่ส่งผลต่อความสำเร็จ มาจากตัวแสดงที่หลากหลาย การทำงานร่วมกันกับหน่วยงานที่เกี่ยวข้อง แนวทางการพัฒนาโครงการนวัตกรรม คือ การกระจายอำนาจการบริหารจัดการให้เพียงพอต่อการแก้ไขปัญหา การประเมินพื้นที่เพื่อทราบปัญหาต่างๆ การสร้างเครือข่าย สร้างทุนทางสังคม แนวทางในการพัฒนาโครงการนวัตกรรม เน้นการสนับสนุนทรัพยากร สร้างกลไกการทำงานระดับพื้นที่อย่างมีส่วนร่วม.
English Abstract:This qualitative study aimed to investigate the factors affecting the success of the integrated communicable disease surveillance innovation project of Ban Don Subdistrict Municipality, U Thong District, Suphan Buri Province and develop the guidelines for the development of the integrated communicable disease surveillance innovation project of a local community. The findings revealed that the factors affecting the success of the innovation project were the use of digital technology in communication, resource management, the municipality serving as the problem-solving center, assessment of working situations, relationships and social capital in the area. These factors were interconnected. Ban Don Subdistrict Municipality played an important role in building successful collaboration with various sectors. The factors affecting the success of innovation project were caused by a variety of actors and collaboration with relevant organizations. The development guidelines of the innovation project included sufficient decentralization of management powers for solving problems, assessment of the area to investigate the problems in the area, building networks and social capital in the area. The guidelines for the development of the innovation project focused on the support for resources and the creation of a mechanism for working at the local level with participation.
