Will the Cross-Standard Substitution Policy Resolve the Shortage of Personal Protection Equipment?

In the presence of different standards for PPE products, for example, both N95 and KN95 mask types are similar with the same filtration systems tested by capturing salt particles, but they are produced according to different standards. The N95 standard was developed by National Institute for Occupational Safety and Health in America, while the KN95 standard was designed by the Chinese State Administration of Work Safety under regulation GB2626-2006. In response to the supply shortages of N95 mask, KN95 mask is allowed to be sold as a substitutable product to the standard product N95 by the US Food and Drug Administration. We find that such a substitution policy may backfire by lowering the supply in the American market when the price of the material for face masks is volatile. Also, this substitution policy may increase the price fluctuation of face masks.
